Every operation on the ice must be preceded by a risk analysis and a resulting contingency plan, which defines the framework conditions and the required safety equipment for the activities in advance of the expedition. Kapitän:
Der Kapitän hat bei Fragen, die den Schiffsbetrieb betreffen, die Entscheidungshoheit und trägt die Verantwortung für alle an Bord befindlichen Personen. Sobald die Schiffsicherheit es erfordert, reicht die Befugnis auch auf Eis- und Landarbeiten. Seinen Anordnungen muss unverzüglich Folge geleistet werden.
Fahrtleiter:
Der Fahrtleiter ist generell für die wissenschaftlichen Fahrtteilnehmer verantwortlich. Da er nicht zu jeder Zeit überall zugegen sein kann, sorgt er dafür, dass alle Teilnehmer vor entsprechenden Aktivitäten über Sicherheitsbelange informiert sind und ausreichend sicherheitsrelevante Ausrüstung zur Verfügung steht. Sollten die bestehenden Regelungen nicht vollständig oder ausreichend genau sein, so muss er zusätzliche Regelungen treffen. Der Fahrtleiter entscheidet abschließend und verantwortlich im Rahmen der bestehenden Regelungen, ob und wie Aktivitäten stattfinden.
Der Gruppenleiter ist verantwortlich für die Einhaltung der Sicherheitsvorschriften innerhalb seiner Gruppe. Er geht mit gutem Beispiel voran, achtet auf seine Kollegen und hält sie zur Einhaltung der Maßnahmen an. Er ist an die Anweisungen des Fahrtleiters gebunden, kann zusätzliche Maßnahmen in Kraft setzten.
Teilnehmer:
Jeder Teilnehmer ist für die Einhaltung der Sicherheitsvorschriften und Hinweise vom Gruppenleiter und Fahrtleiter verantwortlich.
Captain:
The captain has the ultimate decision-making authority in all questions concerning the ship operation and is responsible for every person onboard. If the safety of the ship demands it, his competences are also valid for working onshore or on the ice. You have to correspond to his orders immediately.
Chief scientist:
The chief scientist is responsible for the scientific participants in general. Because the chief scientist cannot be at the same time at all places he ensures that all participants are informed about safety measures before the respective activities and that safety relevant equipment is present sufficiently. In case already existing regulations are not sufficient, he may issue additional rules. The chief scientist finally decides in compliance with the regulations if activities can be conducted.
Group leader:
The group leader is responsible for the adherence to the safety regulations within his group. He sets a good example, oversees the behaviour of his colleagues and encourages them to comply with the rules. He is bound to the orders of the chief scientist but may issue additional measures.
Participant:
Each participant has to adhere to the safety regulations and other measures issued by the group leader and chief scientist.
